1. Fundamental characteristics of the Diploma

Reminder of the decree of 23 November 1988:

Art. 1st – The authorization to supervise research sanctions recognition of the candidate’s high scientific level, the original nature of his approach in a field of science, his ability to master a research strategy in a sufficiently broad scientific or technological field and of its ability to supervise young researchers.

Extracts from circular n ° 89-004 of 5-01-1989 concerning the application of the decree of 23-11-1988 relating to HDR:

HDR clearance is not intended to sanction completion of a university course. It is a national diploma by issuing which universities recognize a high scientific level characterized by:

  • An original approach in a scientific field;
  • Mastery of an autonomous scientific research strategy;
  • The ability to supervise young researchers.

Candidates may wish to organize the presentation of the authorization to supervise research with the support of a research supervisor. This possibility is recognized and, in this case, applications for registration include, in addition to the common law procedure, the opinion of the research director.

The authorization to supervise research is a diploma whose essential, if not exclusive, purpose is to allow access to the body of university professors, in accordance with the provisions of the decree establishing the status of the body of university professors and of the body of university professors. lecturers.

Of course, it is not excluded that the recognition of a high scientific level is also of interest to companies. But the authorization to supervise research, by its conception, is not and should in no case be considered as a second doctorate, of a higher level, as the State doctorate was previously in relation to the doctorate of Third cycle.

2. Registration for HDR

Reminder of the decree of 23 November 1988, amended by the decree of 13-07-1995:

Art. 3 – Candidates must hold – a doctoral degree or – a doctor’s degree allowing the practice of medicine, dentistry, pharmacy and veterinary medicine and a diploma of in-depth studies, or justify a diploma, work or experience at a level equivalent to a doctorate. The latter provision is particularly applicable to holders of a postgraduate doctorate or a doctorate in engineering supplemented by other work or full-time teaching and research activity lasting a minimum of five years.

Enrollment applications can only be submitted during the same academic year at a single institution. Candidates who have already been registered for this diploma in another establishment are required to report it.

3. Constitution of the registration request file

Since September 2017, the procedure in use at UBFC is as follows:

  • Registration with HDR is subject to prior authorization. Applications are submitted to ED SPIM.
  • The ED seeks the opinion of 2 experts from the list provided by the candidate. The ED forwards the entire file with its opinion to the doctoral mission. The request is examined by the president of UBFC, who decides after consulting the Academic Council (CAC) restricted to professors and authorized to supervise research.

The registration authorization is granted for a period of 4 years. After this deadline, the candidate will have to submit a new request.

Any applicant for HDR must pay university fees to be regularly registered with UBFC.

4. Criteria taken into account to authorize registration

Publication level since the thesis

To assess the increase in the candidate’s scientific level compared to the thesis, a distinction will be made between:

  • Publications made before the defense (and / or directly related to the subject specific to the thesis),
  • Publications made after the defense.

Publications in journals of an international character if possible, at least national, are required, and more generally work that has been the subject of review and acceptance by a reading committee.

Respect of a deadline after the defense of the thesis

As a general rule, a period of 3 years seems a minimum for a candidate to demonstrate, after the defense of his thesis, that he has the capacity to lead a research program and to supervise graduate students. However, this period may be shorter in exceptional cases and according to circular n ° 98-004 which stipulates that: “cannot give rise to the issuance of an authorization to supervise research immediately after that of the doctorate than doctoral theses. exceptional quality or doctoral level theses supplemented by excellent research ”.

It is recalled that the decision to authorize enrollment in the HDR is completely independent of the vacancy or the creation of posts, in particular of university professors, but that the HDR is necessary for all teachers, researcher, teacher-researcher, or other professional who wishes, within a reception team accredited by the Ministry, to officially supervise doctoral students.

5. Procedures for putting together the application file

Decree of 23-11-1988 modified by the decree of 13-07-1995:

Art. 4 – The application file includes either one or more published or typed works, or a work file, accompanied by a summary of the candidate’s scientific activity allowing his experience in leading research to be revealed.

The summary report of research and doctoral supervision activities, the standard plan of which is mentioned above, drawn up for the registration authorization request, can obviously serve as a basis for drafting the “summary of the activity. scientific ”mentioned in the official text for the application file, by developing the chapters that the candidate considers useful for the information of his 3 rapporteurs; depending on the discipline, this summary can be 50 to 100 pages long.

Art. 5 – Authorization to appear before the jury is granted by the president or the director of the establishment according to the following procedure.

The president or director of the establishment entrusts the examination of the candidate’s work to at least three reviewers chosen for their competence, at least two of whom must be authorized to supervise research.

Two of these rapporteurs must not belong to the teaching staff of the institution in which the candidate submitted his application.

The personalities consulted make their opinions known through written and reasoned reports, on the basis of which the oral presentation of the candidate’s work to the jury may be authorized. These reports are communicated to the candidate and can be consulted by any person authorized to supervise research.

Before this presentation, a summary of the works or work is distributed within the establishment.

The notice of presentation of the work is posted on the premises of the establishment. The president or the director of the establishment takes the appropriate measures to ensure the dissemination of information relating to the presentation of the work outside the establishment, in particular to other universities and establishments granting authorization to supervise research and to of the National Council of Universities.
